When finding an ancient artifact or familiarizing yourself with the tree of study, the ruler is asked to make a responsible choice or action that affects the internal and external indicators of the empire. When capturing an alien planet, one cannot underestimate the insurrectionary processes that are undoubtedly seething on its surface. We must tighten the pliers of order and dictatorship so much that not a single living soul squeaks. Or maybe everything will be decided differently and the freedoms will calm the local population and force them to accept the new government.
