Rough Justice 84 takes place in the United States of America and takes place in the 1980s. The protagonist is a former police officer who was falsely accused in prison. There he spent ten years and after the expiration of the term he was released, where he decided to create a private security agency. Upon first entry, the player is greeted by Henk Kowalski, who addresses the protagonist in text form and tells a little pre-plot information. In the future, he will be a consultant helping to open his own business, telling all the basic mechanisms and basics of passing.
