The Great Villainess Strategy of Lily is a turn-based tactics game about Duchess Scarlet, who is accused of regicide. Accused of murdering the Emperor, she forms an alliance with Lily, captain of the airship Stream. Together, they declare war on the Empire, becoming the first military Streamers on the continent. The conflict escalates as impulsiveness and cold pragmatism clash. The player must achieve victory by either capturing all enemy commanders to reveal the truth, or executing the opposition to become the Demon Queen. The outcome of The Great Villainess: Strategy of Lily depends on the fate of the enemy commanders, and defeat occurs when Scarlet or Lily is neutralized.

Gameplay is built on a supply line system, through which units connected to the headquarters receive support each turn. Severing the enemy's supply lines creates tactical advantages, putting control of communications above control of territory. The gameplay allows you to command the exclusive airship Flow, a tool that operates across the entire map and can freeze the advance of the empire's forces, intercept supplies, or convince squads to surrender. The player's decisions determine the direction of the plot. Activating the Flow of Capture allows Lily to capture enemy commanders, who then join the squad with their skills. Capturing all opponents alive is necessary to achieve the protagonists' special ending. As an alternative, this project offers execution. Such an action enhances the couple's combat capabilities, but forever hides the circumstances of the ruler's murder.
