Monaco 2 challenges the player to assemble a specialized squad to carry out intricate heist operations. The main setting is the city of Monaco, presented as a location with many high-value targets due to the wealth concentrated there. Gamers embody members of an international group of criminal specialists seeking to exploit these conditions for material gain. Success requires careful movement through locations, bypassing security and extracting the target valuables in a tense environment. Key activities include planning and coordinating the execution.

The gameplay in Monaco 2 emphasizes cooperative action, supporting up to 4 players in local or online mode. Teamwork is a central element, as operations rarely go exactly as planned, requiring squad members to quickly adapt. Players must work together to communicate and use skills to resolve unforeseen situations during missions in order to keep their loot. This cooperation contributes to the collective problem-solving in the process; a single-player mode is also available for those who complete tasks independently.

Players build their squad by selecting from a roster of 8 characters, each with unique abilities that affect how they approach security challenges. This selection provides squad variety and tactical diversity when infiltrating, retrieving valuables, and escaping. Characters can be swapped out mid-mission, offering tactical flexibility to overcome emerging obstacles or dynamically change strategy. An option called Blueprint Mode allows players to study level layouts before the mission begins, providing preparation for the planned asset takeover.
